dc.description.abstractThe purpose of this paper is to layout a framework for the effective ongoing sustainable funding of ICT funding to Universities in particular and Higher Educational institutions in general. The approach taken is to provide a perspective on the role of infrastructure in supporting Higher Educational Institution’s core educational, research and administrative functions. The framework also articulates the composition of ICT infrastructure and derives a cost model for the provision of infrastructural services. The model is intended to be straightforward enabling ready adoption while also providing flexibility in order that it can be updated on a periodic basis to reflect changing technological demand and supply conditions.en
