In 2010 the BALTA Mapping Team completed their survey of social economy organizations in Alberta and British Columbia. An important finding of this Mapping research was that a subsection of the population indicated that they fulfilled an environmental mission alongside their social mission. This reports describes this subset of environmental social economy organizations in terms of their complementary missions, organizational structures and impacts on society.

This report begins to paint an interesting portrait of the social economy in BC and Alberta. It was created through the BC-Alberta Social Economy Research Alliance (BALTA). This alliance was initially started as a 5 year project in March 2006 funded by the Social Sciences and Humanities Research Council of Canada, and then later extended to 2012. The purpose of this alliance was to build a better understanding of the social economy sector in Alberta and BC. The Mapping and Portraiture team, in particular, implemented a survey to better describe the size and scope of the social economy in these provinces. Development of the mapping program began in September 2006, and the survey was launched in January 2008. This report is the culmination of that work.

This paper provides a first snapshot of the social economy in British Columbia and Alberta based on information collected with the BALTA mapping online survey. It reflects on research decisions and identifies some challenges in surveying the sector. While the mapping project is ongoing, data collected so far illustrate the diversity of the sector and underline its importance for individuals, communities and the economy. The paper sets out some preliminary patterns and provides analysis of the role of the sector as it impacts gender and minorities, its engagement with market practices and the emergence of the environment and sustainability as a social economy mission and practice.

This research, led by Dr. Noel Keough of the University of Calgary and conducted by Master's in Environmental Design student, Celia Lee, has mapped the social economy at a neighbourhood level in one Calgary (Alberta, Canada) community. The project has examined: the various activities, management structures and financial structures found within the local social economy sector; the formal and informal relationships made by social enterprises with other social enterprises, firms, organizations and community members; and the potential for the sector to contribute towards building an environmentally and socially responsible economy. This project is part of the larger social economy mapping research program being conducted by the BC-Alberta Social Economy Research Alliance (BALTA) under the lead of Dr. Mike Gismondi of Athabasca University.

La Chaire de recherche du Canada en économie sociale analyse le rôle de l'innovation sociale dans les organisations d’économie sociale. L'objectif des travaux de la Chaire est de bien cerner le potentiel et les spécificités de l’économie sociale. Trois axes de recherche sont privilégiés: la gouvernance, le financement et l’évaluation.
À cette fin, la Chaire s’est donné pour moyen de développer un Système d’information sur les organisations d’économie sociale (SIOES). Ce système permettra de réaliser des études quantitatives fines sur les axes de recherches de la Chaire. Pour ce faire, la Chaire conduit un travail théorique et méthodologique portant sur la qualification des organisations et sur la classification des activités d’économie sociale. Un premier document de recherche a présenté une méthode de qualification des organisations et entreprises au sein du champ de l’économie sociale, permettant de couvrir différentes définitions qui en sont faites (Bouchard, Ferraton et Michaud, 2006a et 2006b).
Le présent cahier présente une méthode de la classification économique des activités d’économie sociale. Afin de permettre de mieux documenter la place de l’économie sociale dans l’économie, le système de classification développé ici tente de respecter une continuité avec les autres systèmes d’information sur l’économie sociale, et s’inspire aussi du Système de classification des industries de l’Amérique du Nord (SCIAN).
Ces deux réalisations, la première sur la qualification des organisations et la seconde sur la classification des activités d’économie sociale, font partie du Système d’information sur les organisations d’économie sociale (SIOES), une oeuvre de création qui a fait l’objet d’un enregistrement de droits d’auteurs auprès de l’Office de la propriété intellectuelle du Canada

The BC-Alberta Social Economy Research Alliance (BALTA) is implementing a five year research program to map social economy organizations in Alberta and British Columbia, Canada. The program has the following objectives: • To identify and characterize currently functioning S.E. organizations (and SE support or intermediary organizations) in BC and Alberta; • To survey these organizations in order to determine the scope and characteristics of the social economy in the region.
A two step or two phase BALTA mapping process was identified in Vancouver in January 2007. The various timetable components of the proposed mapping and survey work April 2007 to March 2008 are laid out below. Phase 1 (April to September) Includes a wide range of work including: Short survey design for SE organizations and another short survey tool for intermediate organizations; Meeting of core team to develop draft questionnaire. Development of an information package for potential interviewees that explains the BALTA Project and our reasons for mapping the sector; Creation of a ‘Researcher Handbook” for future student researchers working on mapping; An online survey software review and a decision on same (this may involve some computing support from Athabasca University if we use PHP Surveyor, or on our own with Survey Monkey- Note AU has confirmed that they support PHP Surveyor and that we may use it); Web design for the online survey tool (including help features etc.); A field test of the online survey and software. Note: also we plan to share BALTA survey design with other nodes in order to ask for and incorporate feedback before we go live. Outputs (see timeline) - short survey design for review; ethics review; introduction package and researcher’s handbook; online survey software chosen and template design; field test; concurrent development of SE Master List to identify potential participants in BALTA survey (see below). Recruitment of a senior student and two summer graduate students (the former as Lena’s near and far future replacement. Phase 2 (September to March 2008) Continue and complete Short survey to all sectors; Ongoing long survey development; long survey handbook development; long survey online survey design; student training; Data entry and data archiving of first short survey; analysis and report writing about of short survey; web display of map findings, including revised Master lists of organization; analysis of categories.

This paper outlines the mapping research design process undertaken by the BALTA Mapping Team for the initial stages of the BALTA (BC-Alberta Social Economy Research Alliance)Social Economy Mapping Project (Phase 1). The purpose of this working paper is to describe BALTA’s approach to mapping, to document the process and to situate it within the context of similar work underway in the social economy field.
Phase I of the mapping project has been a learning experience and parts of this piece have been rewritten and changed over the course of time. This paper, along with other papers in the Mapping Working Paper Series, will serve as essential background reading for researchers engaged in the mapping project as well as other BALTA researchers.

This paper sets out a general framework and taxonomy within which the BC-Alberta Social Economy Research Alliance could define a focus for its initial approach to mapping of the social economy in British Columbia and Alberta, Canada. This constitutes the initial part of the paper. The paper then explores and elaborates a definition of the social economy. What are the dimensions of the social economy that one might want to capture? What are the arenas of work that characterise the bulk of the work undertaken by social economy organisations? The approach to mapping advocated in the paper is intended to strategically facilitate a convergence of policy, practitioner and research interests consistent with the overall goal of BALTA: to strengthen the foundations of the social economy in BC and Alberta.
